You probably need to unlock some ports on your router.

Remember 36mbps on your router is not 36mbps on your internet. For example I have a 4mbps connection and my wireless is at a speed of 54mbps. So 54mbps takeaway 4mbps is 50mbps. So I have used 4mbps of my routers bandwith. With the other 50mbps I could transfer files to the family desktop computer. This transfer would utilise the routers full speed, because it is a LAN connection.

But to make matters even more confusing routers advertised as 54mbps, as mine is, and that show 54mbps speed on the little icon in the system tray, are not actually running at that speed. I have used a program called Ixia Q Check to measure the actual speed of my router and it is around 21mbps. Here is a link to the program:
http://www.ixiacom.com/solutions/display?skey=qcheck

Finally it seems your problem is you need to open up some ports. Get all the information on how you can go about doing that here:

It has nothing to do with ports.

Its obviously not related to ports if its affecting his normal Firefox downloads.

Well, is it our laptop or desktop if it's laptop try going closer to the router?

IF that doesn't work it must be something about your router settings.

Two other obstacles could be your firewall or just a **** connection.

You could try moving the box away from microwaves, telephones etc if it is next to any of thoes. You could try resetting your settings? Or phoning your ISP and asking them if they have problems.
