When you want to do @ just hold shift and press whatever button has " on it, for me it's 2.
I know this is not a real solution but saves you from formating your HDD.

Absolutely not. I haven't come across a problem yet that requires a reinstall (besides boot errors). Only lazy people that don't know what they're doing need to endlessly reinstall.

Here's how to change keyboard settings (which isn't changed by default when changing the system language):
  1. Control Panel > Regional and Language Options.
  2. Click the Languages tab.
  3. Click the "Details" Button in the Text Services and input languages area.
  4. Make sure "Default input language" and "Installed services" are both setup correctly.
  5. If not correct then change them.

As for the game having no English option then maybe it doesn't have English at all. Check the box to make sure it does.

That's a UK layout. The @ and " are swapped around on UK and US keyboards.
