Default Error Installing Windows XP Service Pack 3

When I try and install Windows XP Service Pack 3, I always get the same error:
"The file c:\windows\system32\ntdll .dll is open or in use by another application. Close all other applications and then retry."
I downloaded SP3 as an .iso from Microsoft and burnt it to a CD, restarted my computer and ran it immediately, yet I am still getting this same error message. I googled but found no solutions. Can anyone help?

Have you tried running it in Safe Mode?

Are you installing it from a Windows XP computer? If you are, you might as well just go to Microsoft Update and do it.
edit: I think you need System Restore enabled too.
