Because it makes you seem spoilt

I doubt there is much room for a graphics card in there so i'd say leave that and build your own. Phil built a nice media centre pc. I'm sure if you ask him nicely he'll give you some advice.

No

I'm pretty sure those dont have any expansion slots, not to mention slot loading disc drives. It is basically laptop components built in a small desktop form factor. It looks kewl, sure, but if your gonna get a computer, look elsewhere. For instance, click on the Laptop dection of the Dell site

Antec make a great Media Centre Case:

You can fit anything in it because it's just a regular case laid out for a Media Centre PC.

Currently the spec I've got inside it is:

Micro ATX Motherboard
Core 2 Duo E7200 (2.53GHz, 1066 FSB, 3MB L2 Cache)
4GB OCZ Value DDR2 PC2-6400
Zotac 8800GT Amp! Edition (512MB GDDR3)
750GB SATAII 32MB Cache
LG SATA DVD Writer
DVB-T receiver (I don't remember the brand)

This is the interior from the initial build:

Pro's for the case:
  • Regular Micro ATX therefore standard desktop components fit
  • Great looks
  • Includes Display for media information
  • Includes Infra Red receiver integrated into the display (works with Windows MCE remote)
  • Great cooling
  • Great sound proofing
  • Solid build quality

Cons for the case:
  • Expensive
  • Only one slot for optical drives
  • Only 430W power supply (can be upgraded but requires an adaptor from Antec to power the display)
  • Depending on motherboard layout may not be able to fit an aftermarket CPU cooler (initial build had a AMD X2 which fitted my massive Zalman cooler fine, new mobo is too close to the edge of the case).

Question is, what do you plan to do with the machine?

I'd advise against Dell, especially that machine. If you want to do any gaming, you WILL want to custom-build.
If not, you might want to custom-build anyway (Phil's setup proves that). It'd be cheaper, as you wouldn't have to pay components like the "Windows Tax" of buying Vista.

Anyway, I'm going to try and build my PC in December when I have money. I'm wondering if this case will require me to buy a cooling fan as well...

In most cases it's a fact that if you build the computer yourself rather than getting Dell to do it, you'll save a small fortune.
