do i need the " "? And is outputfile the name of whatever i want it to be called like completemovie.mp4? Also where will the ouput file be? wherever the two movie parts are located?

nope, the quotation marks are not needed. yup and the output file will be the complete merged file. and it will be placed in the same directory as your two files.

is it a clean break between the two files.

If the copy command is not working for you, you can always use virtual dub and combine them together, but that can also cause audio desynching. you will have to demux the audio and video then join then and reinsert the audio so as not to get any sync issues.
