The GIMP, hands down, since its free. Google it.
however, it requires a runtime environment. but its also there in the same website.

a non-free one... Photoshop. you'll hear it from everyone, it THE best.

Yup, The GIMP works great and it's free, but most professionals use Photoshop. You can get a free trial of it at Adobe's site, but after that you have to buy it to continue using it.
