Default Fastest way to convert part of an .avi to a .gif?

OK, I have a few movies in .avi format and I feel like cutting bits out and making them into animated gifs. I have searched on google and all I come up with is all those 'sharware free trial converts every format in existence' type things.
I'm looking for something free that can do it in one easy step.
Previously I was using virtual dub to cut out a segment and importing it into Imageready and then exporting it as a gif, this has become a bit slow.

If you already have it, photoshop image ready would do the job, just open up the avi in it

Don't have it installed right now (Vista doesn't like it) but can you choose what time segment you want to open? I would fear that it would import all the frames at once which would take ages. That's why I split it up beforehand using virtualdub.
