I'm not sure about free hosting but if you want to test it out, install this

http://www.wampserver.com/en/

It will allow your Windows PC to act as a server and you can try each of the forum packages out and then decide whats best for you.

If you actually have to ask about how to get a forum in a forum then im pretty sure you don't need your own. It takes exp. to do these types of things.

Not really, experience is not absolutley necessary, but effort is.

@Loner: Learn how to use google before learning how to set up a forum. You will encounter bugs and hitches at some points, its inevitable. The ability to solve these problems on your own will help you in the long run. I know it's against the new QJ rules to tell people to use google but it will benefit everyone if you did.
