Default I have some questions about IP addresses.

Well, here they go.

1. Is the government legally able to trace your IP and inspect your computer on suspicion of illegal activity?

2. Are game companies (Sony, Nintendo) legally able to trace you IP and inspect your computer on suspicion of you having ISO's or ROMS?

3. Is there any way of changing your IP so it's untraceable?

1. the ISP can track it and hand over the info.
2.No
3.you can use a proxy. but if they really wanted to they could ifnd ur real ip

Well that's good. I really only cared about #2.
Now, here's another question, do you think that it's right that the government can ask your ISP to do this?

the government doesn't do anything. the ISP (internet service provider) can if they wanted to. infact bell sympatico said they would.

and if the government wanted it they would ask the ISP.

Nothing, but one of my games broke that I was playing, so I want to get an ISO for it.

Don't worry about the government or any company tracing you just for a iso or rom.
They have more important things to do like increasing taxes and making money.
There are alot of people who download and use roms/isos, so to trace everyone would take them forever. The chance of getting caught is very, very slim (but aways there).
