ok first i think it is possible to use a 56k modem a phone
are there any good programs that can do this?

You need high-speed. Like Comcast or Roadrunner.
Otherwise it won't work. Or at least that's what the Vonage guy told my Mom

no, a while ago like on windows 95 and 98 it had a prog. that interpeted the phone line as a real phone line and you could make calls from it! pretty cool!

There used to be an app called phone dialer in:
Start -> Programs -> Accessories -> Communications.

Dont think it's there anymore though

I remember that, there was a fax program too. I could never get either to work

There's most likely some 3rd party app out now for using a modem as a phone. Or the other alternative of buying broadband and using skype.
