i would say a USB tv tuner, but that could get pricey,or you could get a delayed signal.....

Something like this? http://www.amazon.com/AVerMedia-AVer.../dp/B00094OWG0

If its an Atari 7800 why not just use an emulator?

emulator ftw.
TV tuner is also my suggestion but also has the same con. Probably delayed reaction, I would look for something like a VGA splitter (I'm assuming you have VGA if there are no on-screen hookups) with one splitting go to A/V. I'll look around for something and be back.

i was kinda joking about the atari...although i would if i ever had the power.

is there some kind of thing that converts the standerd moniter plug into the cable that all systems use? (tired and cant remember the word for it...)

Your monitor either has VGA or DVI depending on it's age + type.
You other option is a TV tuner, there is a delayed effect with TV tuners that have a hardware mpeg encoder, those without any hardware encoding have no delay at all.
