What format does a wallpaper have to be in so there isn't any boxes around the text?

What text? The text on the icons?

The text where there is a firefox logo and the Mozilla Firefox writing under it is surrounded by a blue box and It never used to on my other computer and I was maybe thinking it was something to do with the format of the wallpaper.

This has nothing to do with your wallpaper.

Alternate on My Computer -> Properties -> advanced tab -> Performance

Find the menu item in the scroll box labeles "Use drop shadows for icon text" and uncheck it.

It's already unchecked..

I figured it out..I had to CHECK it, not uncheck
