Donating does get your name up the list, and yes it is "legal". But, really I see it as a thanks for the hard work... benefits included.
By no means is it a bribe for a better review... your still rated the same as others.

Anyone can resubmit, Freeplay did a while ago but I have yet to get to it. RE-reviews are not our top priority... but we still look at them like any other review.
