I set up a renders>clouds then used ur technique to make it look cool using cyan and white. Then I found an image on the internet messes with its hues to match the clouds and put it as the same color, then made it 50% opacity, then I got the girl with the sword, went into variations and made it more cyan and a bit lighter until it matched the background

Get the main BG and merge it with the pic layer.
So you got 1 layer with the person and bg, then you go ctrl + u and change the color of it by selecting colorize, and then messing with the bars.
then get the same caracter layer (you should have saved it before you merged the other 2 layers) and place it on the same spot so they overlap. then either put the single character to overlay in layer options, or reduce the opacity to aroun 20-40.
with this effect you will get the basic colors of the character, but also the the style of blend and color of the main BG.
