that folder only contains shortcuts so you cant do any damage to your pc by deleting things from it. i wouldn't say an app is safer, id say its easier. but i dont have a lot of trust for free applications that i havent heard of before. id rather google a manual way to do something, or pirate a name brand expensive version of a similar nature.
