Is this a good camera?

just a few questions, what do the following mean:
-ISO 80, ISO 100, ISO 200, ISO 400, ISO 800, ISO 1600, ISO auto
-Optical sensor size - 1/2.5 in
-Max shutter speed - 1/1500 sec
-Min shutter speed - 15 sec
I am just looking for a fairly decent compact digital camera and one that doesn't pass the $250 price mark
and out of all of the cameras in this category, this one caught my attention the most

why does that camera only have 2 "ISO" options?

A higher ISO may mean a noisy image
Yea i say that better than most. It the same cam i think the iso thing can be just a miss print seeing how they both day have excellent high-ISO photo quality
Max shutter speed - 1/1500 sec
-Min shutter speed - 15 sec
This stuff mean it can shap a picture faster.

For that price, and for what you want it for, I'd say this is the perfect camera for you.
