You should setup a new thread for the new contest. Make it simple. Set some real rules and guidelines instead of it being, iffy.

well probably because you originally setup 15 threads but yeah i get ya. ok spring photos. i've got a couple. i have a great one of the moon that i'll post here.

Honestly, when a thread is idle for a couple of weeks, don't just post "Bump". If anyone was interested in this thread, they would have posted in it. You need to stop bumping your threads just because they aren't getting activity. That's just putting a thread that that is obviously not popular at the top of the forum index.
You are not the only person on QJ, nor are you the most important.
If you want to draw more attention to the thread, offer a bigger prize or change the rules around a little.
