What we do when gametrading is logging into an EXISTING account and download the games or dlc.

In the case of dlc, you need same region GAME for it to recognize and play said dlc. You're from USA, he from EUR, his dlc won't work with your game, whether you make a new, Romanian account is irrelevant! you'd need an EUROPEAN game to play his dlc...
