By DVD9 I assume you mean any normal DVD Movie.

In which case yes. But it's region locked like any other DVD Player.

Maybe in your weird upside country

The rest of the world most DVD players come region coded, it's usually only a case of entering an unlock code to remove the region lock, but they still aren't region free out the box.

I don't think it does, not from the XMB anyway. It might play them in linux.

But converters will work.

It does play them in Linux. You can also stream MKV files to your PS3.
Oh, and DVD9 are just regular DVDs with two layers. They should work on ANY current DVD player... not that it makes any difference when you play them back on your PS3, just some occasional smoother pictures.
