I have an application I want to install but its masked. I think I figured away to unmask it but emerge still wont pull it down even though when I do a search it finds it. What do I need to do as I am kinda lost at this point. I'm looking at installing boinc. It can be found by: emerge --search boinc

Try this:
echo "=sci-misc/boinc-5.5.6" >> /etc/portage/package.unmask
Just FYI though, it's hard masked, which means that it might be very unstable.
