I am trying to unzip and unrar some files. Does gentoo have any kind of software that can do this or is there a command I can type to do this?

emerge unrar && emerge zip
Which desktop environment are you using? It would have most probably come with an archiving utility. Once unrar and zip are installed, you will be able to handle those files through the included file archiving utility.

I am using KDE, I don't think it has an archive manager, at least from what I can tell...

Karchiver. If it's not there, you can emerge it by doing emerge -vg karchiver
