i have Debian linux installed on my ps3 right now, could i download Fedora Core or YDL on Debian and install it on my ps3

IF your HDD has the space sure just make another partition but seeing that you only have a 20gb ps3 i say not

Starting from scratch is the only option. Format the partition from the GameOS and start from there.
