Okay after seeing the many people post about not being able to run there toolchain and after setting up my development enviorment, I decided to write this up.
This has been confirmed working on Vista as WELL!!!
I was able to set compile (as an example) a Hello World using this method.
(Make sure you have cygwin set up already)
So first download the pre-compiled pspdev from 6-6-07 (Thanks to Mr305)
Then copy the pre-compiled X:/cygwin/usr/local/ ("X" being your drive letter)
Right click on cygwin.bat and click Edit (Yous should see this)
Change it to thisCode:@echo off C: chdir C:\cygwin\bin bash --login -i
So heres a screenshot of what cygwin.bat should look likeCode:@echo off C: chdir C:\cygwin\bin set path=%path%;C:/cygwin/usr/local/pspdev/bin set PSPSDK=C:/cygwin/usr/local/pspdev bash --login -i

Now download the zip file below and extract it in you X:cygwin/home/yourusername/helloworld
Run cygwin and type in
And there you have it a working enviormentCode:cd helloworld make cd ..
