Default PSPDev vs. Cygwin

I am new to C programming and making games and apps for the PSP. And I was wondering what the best thing to use is? I already successfully downloaded Cygwin and psptoolchain, but I was wondering what is the best and what people prefer?

Thanks.

Best to use the toolchain on a mac or linux. It is faster.

I'd go with Linux + toolchain, but if you aren't going to consider installing a new OS then go for cygwin.

You know, psptoolchain will be done in like 20 minutes on Linux instead of the hours you spend running it on Cygwin

So, Linux + toolchain. Besides, isn't pspdev supposed to be installed on cygwin? Cygwin on its own doesn't do much.
