You know, the last time someone released one of my tools (upNandTool) without the readme I had 3 days of idiocy regarding people who wanted to know what the basic stuff did - at least until I found out where the release was made... most people are better off seeing a list with an explanation of what each tool could be used for and a link as to where to find it wrather than a pre-packed set of potentially dangerous apps with no info whatsoever. In the least, you should have a readme pointing to you or your thread, as there WILL be questions and problems with this method of distribution.
An example: I could easily see someone using idstore manager before making a backup on a slim and losing their idstore... I have to say, the whole idea is just plain dangerous to the common noob who just wouldn't know (though the thought itself in collecting them is appreciated.)
To answer your question, the USB prx's that are required to make USB work are just as legal to redistribute as the files to make pandora work. In other words, don't expect the posts to be left on the forum if you post illegal content like that.
