To reclarify, do you want users to buy and play your games on their PSP without having to modify it to run unsigned software?

1.Forget about C# and use C/C++
2.Pay Sony around 1.000/1.200€ for the sdk (only for minis)
3.Code your game
4.Sell it as a "mini" on the PSN

You have to contact Sony to become an official developer for the PSP: SCE DevNet
Also, your best chance to release on that platform is to develop a PSP Mini game: Q&A: Sony on PSP Minis | Game development | Features by Develop

Also, there is no official C# support, the PSP SDK only supports C or C++.

Virtools is the only one that comes to mind. I thought Gamebryo had a PSP version but after checking their site, they don't.
