Is it possible to say, edit the script in a UMD game? Maybe dump the files, and edit them? In the end, I'm looking to see if there's a way to translate (edit the script) Suikoden 1&2.

Yeah, such can be done... obviously it would require dumping the ISO. You're looking for a translation patch. Sadly, we can't discuss that stuff here, as it goes against the site's strict piracy policy.
