Why would a document from the Japan Quality Assusance Orginazation (guessing its the japanese fcc) is on the FCC site?

These are all Sony-submitted documents. When applying for a government's blessing for a product or service you always show documentation that other governments have already blessed it. Otherwise you're likely to duplicate testing and spend more money than necessary. Compliance testing can be very expensive and time-consuming.

I think that someone could reproduce the hardware with just a couple of electronic kits and other stuff easily just by useing the pictures of the internal spects.

I dont... do you know how complicated the SDK is? Besides, there are soo many parts in there that you cant see. And remember, a computer also relies off of software.
