To port a game means you have access to the source code of the original and are rewriting it with another language or for another hardware set. So, as said many times in the past, if you can't get the source than you can't port it.

If a person were to try and remake or make a game based on another than anything is possible as long as it falls within the limits of the PSPs hardware.

That's just the source of the HTML page. Now, it IS possible to decompile a Java game and get the source, assuming it's not encrypted. The same applies to Flash games, however these games are encrypted more often, I believe. It was possible, back in the day, to easily decrypt them. I think I still might have a trial of an old flash decryption program on my old computer. They appear to have vanished from the Internet now, so maybe they've been outlawed.

Decompiling software is illegal, so if you release a PSP version out of the blue, the creator might sue you.

They got SWF Decompiler, and SWF Quicker. Both trials for 30 days. Decompiler just lists the objects and images and sounds and scripts ect. Quicker makes it like you have the .fla and can edit everything. IT EVEN ASKS YOU IF YOU WANT TO CONTINUE IF ITS ENCRYPTED.
