Dev-c++ is good. There is no PSP debugger though.

its ok, i'm not looking for PSP-related tools yet, still got to learn the language..

Code::Blocks, it is amzing to use as an IDE. I'm not really sure how to set up cygwin as the compiler though. www.codeblocks.org
