psp development help!!!

I need an urgent help regarding Makefile.
I read the tutorials at psp-programming.com.
I also installed cygwin , psptoolchain(it installed pspsdk).
Now I also created a helloworld.c and a makefile.
When I type "make" in cygwin , i get this error!

make: psp-config: Command not found
makefile:20: /lib/build.mak: No such file or directory
make: *** No rule to make target `/lib/build.mak'. Stop.

I really request every pspdevelopers to help me!!!!
I will really be greatfull to them!!

have u edited the bash shell correctly?? read through the first tutorial again CAREFULLY, and make sure u didnt miss out on something.
