Right now I have cygwin and toolchain on my WinME 366MHz Pentium 2 laptop... I'm moving to openSUSE because it'll run better... since cygwin's basically a linux emulator, i should be able to dev in linux w/o cygwin, right? how would i go about this please? just install toolchain?

The toolchain is on the svn, so no.
Also, there's no need for that 'svn update'.

not alot maybe 50 MB? Don't feel like checking...
I don't believe its possible to do it without svn. Wait till it pops back up.
