PSP Webportals ;
Here’s how to do it;
The first thing you want to do is download the HTML portal to your PC. You can find portals of simple homebrew sites on the net for download.
Note that you CANNOT simply save a file from the browser itself
Download and unzip the portal (if zipped). My example is this portal:

The next step is an easy step. All you have to do is plug in your USB cable into your PC and your PSP, and put your PSP on the USB mode, which can be found under the settings icon on your PSP.
Now save everything that was in the “portal” folder you just unzipped to your psp root folder. The root folder is E:/ or F:/ it differs for everyone. If you did it right it would look somewhat like this:
As you can see, my MP_ROOT, PSP and OMGAUDIO (Atrac3 files) are also in the root folder.
This is probably the hardest step. Now that the HTML file is on your PSP, you are able to run it from your PSP Browser. Go to Network>Browser on your PSP.
Press triangle to go to the browser options, and go to the address bar.
Type in File:/Index.html
It should look like this, but in your version, it should be a bit more readable. My apologies, old camera.
