I'm new here, I'd like to ask if there is a PRX plugin that enables or disables other plugins right from the XMB?

do you mean the RIGHT D-PAD?
if so, i do not think there is any plugin regarding block of one button

well there was the recovery le for 3.90 m33 (loong ago)
which i dot think works anymore on 5 m33

but i think changing plugins can't be immediate
because it requires a restart

Yes it works perfect in 5.00 m33
