Is it possible to say arrange your Homebrew Icons by Alphabetical Order or by Size etc????????

Not automatically, but you can use programs like SeiTool which allow you to drag and drop your folders into the order you prefer. The PSP lists icons in order of date created for that folder, newest to oldest. SeiTool just changes the folder dates so they are displayed in the order you choose.
