The List Manager Option, does it overwrite the files, in the PSP Drive I used it 3 Times so far, and why does it change the dates on the folders in game, dir, and does it only touch the game dir nothing else,

It changes the dates because that's how the PSP sorts the programs - from newest to oldest.

No, it doesn't overwrite files, it just reorganizes them by, well, changing the dates.
