Are there any programs(homebrew) that can change your PSP's background without bricking it or by using the flash in the program of the PSP?

All use the flash, but the safest and most trusted is FlashMod v3. It has had no reported brickings; it's almost impossible to brick it unless you do something wrong yourself.

UM everytime i change bg i flashmod i get some white boxes around all the catagories in the home menu =/

I have heard of that problem before...
First make sure your BGs are the right size (300x170 (these background changers do not support full size 480x272 backgrounds)) . If that doesn't help, look in the Media and Mods Section, I'm positive I saw a solution for it there (this also happens with the other BG changer, PSPersonalize, so I assume the fix would be the same).

Yea forgot about that, there's a lot of programs out there, but I am just pointing out the newest one.

I suggest the wab skin changer. You can make packs and its alot easier to use than anything else ive tried...
