Since you weren't very specific and depending what firmware you are on, your best bet would be to look at Hardrive's helpful Guide to all things PSP linked in my signature. Start off with reading the Ultimate Homebrew FAQ and then you should be able to get where you need to go for answers from there.

Well what have you tried so far that didn't work? Things that you will need are:

1. Copy of GTA UMD
2. New version of the eLoader found at www.noobz.eu
3. Check the compatibility list at the above website to make sure that version of DGen is supported. (It may not, I'm not sure either way.) If not, they use an older version.
4. Place the Dgen files here: X:\PSP\GAME\DGEN <---eboot goes here
5. Make sure to get ROMS to play. (Don't ask where to get them on these forums though.)

PS - The Search Button on the top right hand side is also useful if you can't find your answer in a FAQ. Maybe someone had a similar issue as yours, etc.

dgen 1.4 and 1.5 don't work for 2.6, Just use dgen 1.3
