You can't sign your own eboots. If that were possible then we wouldn't be using kxploit on 1.5 or the eLoader on 2.0+ to run our homebrew.

You can however compile your games into an eboot; there is a tutorial stickied in the dev forum. If your question concerns modifying the images and titles of an eboot then you can use PBPUnpacker, SeiTool or PSPBrew.
