Is there a program that does this? I checked out PIMP and iR Shell and they seem to just stream off your computer to the PSP, but not over the internet so that I can watch movies on my PSP from any access point. Are there any programs that do this?

pimp streamer can do this, you have to put ur real ip (whatismyip.com) and forward whatever port pimp streamer uses to your computer and you can get videos anywhere
