i have a v2.01 psp and i downloaded DGEN 1.60 and there is not a folder for roms to go in, files are:

adhoc.txt
adhoc_eng.txt
EBOOT.PBP
BG (paint shop image)
MENU (paint shop image)
readme.txt
readme_eng.txt
skin (paint shop image)

do i need to make a rom folder? or should i just download a diffrent emu?

You can either just make a ROM folder or just stick the games in the folder with the eboot.

Yes, just use the save state feature of the emulator.
