I have tons of video I want to put on my psp but not enough space is their a program that decreases its size

if you try to compress .mp4 there is no way since .mp4 is already compressed

when I use psp video 9 to change to mp4 the files are bigger not smaller

Change your video and sound quality settings, I can get 2 full length movies on my 1gig MS with room to spare.
