Unlikely - MIPS processors do less work per clock than modern Intel and AMD chips (or even ones of the recent past that were likely to be found at 333 MHz). I keep saying this, and I'm going to keep doing it: Dell offers a 640 MHz PocketPC right now. *That* is your best bet for running modern MAME on-the-go if you don't want to haul a full laptop or Tablet PC, and the newest StrongARMs even have MMX/SSE to help you out. You could in theory get playable NeoGeo on a setup like that, but it's out of the question on the PSP.
