I was looking around (not too much) and found that I couldn't an .atf for this. The process would be so much more useful. So, here you go an action file to make it all so much more easier
[Action] 32 bit Icons
The following steps still needed: Save As > .BMP > 32 Bit.
I was just going to ask for it, then again, it only takes me two clicks to create. (Intended for use of photoshop cs3.)

When you indexed the colors to 150 or something like that, you can't just convert it to 16,581,375 colors (it would still be composed of those 150 colors that you converted it too), and besides, it needs to be 8-bit or it will brick your PSP (all the texture files (.tm2) that are in your games are also 8-bit). Although 8-bit is usually thought of in the old mario games, that's not the case, but that was a good tutorial on how to make icons work! But again it's not 32-bit if it's 150 colors.
