So can you play normal ROMS with PSPMAME or similar program or do the ROMS have to be 'special' for the PSP?

Fot instance my PSPMAME emulator works fine and gives me a list of titles it could play and I was wondering if 'standard' ROMS would work or do I need to convert them?

If you asking if the same rom that works on a computer emulator will work on the same type of emulator for a psp than, yes

yeah theyr teh same format so they work on both

A ROM is a ROM. Doesn't matter where it is from.
