This website is dedicated to 100% unlicsened legal roms. Some are pretty good, and they are definitly worth checking out. THEY ARE NOT LICSENSED, they are literally just like running a PSP homebrew game, on an emulator.

Could you recommend some of the good ROM's and what systems they are on?

Actually, I can't. Some of these games are non-liscened remakes. I havn't gotten around to try a lot of them.
