OK - in the time since my last post I've learned some things and manaed to be baffled by others.
First, to the guy who got Ashlay: You won't get Milly till later. I think Sylvalant. She shows up in Ecdart if you got Cius, or just Joshua.
Second, while I've finally got ONE person to learn a Talent (Perisie), it's still UNGODLY hard. Plus playing Violin 1 and learning a Talent freezes the ROM. Does one's level in the skill in question have to be at a certain height to learn a Talent easier (cause if at least two people don't learn Originality soon, I'm gonna be left with two ultimate weapons ONLY to beat this game with).
Also, anyone know where to find a guide with the Secret Skills in ENGLISH? All the guides I've found are from people who played it in Japanese and translated mentally, so the instructions read like, "To get the shichiseigakuensha Ougi, use kuonashi repeatedly until..." and, uh.. that doesn't help me much.

This site is great, and also has an awesome Star Ocean guide (to everything about the game): http://www.rpgclassics.com/shrines/snes/so1/

I managed to get the 1 of the secret skills and not only was it hard, but time consuming. If you fight in the arena all the way to B class they will give the 7 star secret skill. It allows you to learn secret techniques from the power of the luna or something, cant really remember. If you use certain techs so many times you learn the 7 star tech version of it and it kicks a little more *** when you use it. I havent made it to far in the game, just after the arena, now that i have SCUMM i may never beat this game.

yeah i got that skill two, it wasn't as hard cause just leveled alot in Mt. Meteox Cave till 30 (soooo many state saves for that cave), so you're saying this skill will strengthen my techs when i use it alot? like over 100 times alot?

Allright, first off with Philly. I dont know how many times you must use the tech, but at some point while using a tech, a message will appear saying you learned the 7 star version and it will perform it. I dont know the exact method for getting this to happen. And Weav, i dont know how many times i have posted this but when patching, make sure you use a good tool. Here is one for you (ive posted this file several times in other patching threads). Hopefully you have at least the jap rom. Go to www.dejap.com, leave thanks for the wonderful job they did, and download the newest ips patch, the 1.0 non final, place this ips patch and the unzipped star ocean rom (*.smc file) into the same folder as the WINIPS tool. Select your rom, select your patch, checkmark backup, and hit start. You will soon have a translated copy in a matter of minutes, nay seconds! Re-zip the rom and put the zip file in your snes9x rom folder and your good to go partner. Hope i didnt make you feel like a noob, i just have no idea what you know and what other who read this and have the same problem know.

Ok, I have a couple of ideas for what’s going on with your situation.

First off, make sure you’re using the latest version of SNESx9 by Y. So .03y27 for example. Make sure it’s by Y, or else it won’t work. For some reason the other SNESx9 version won’t run certain roms.

Secondly, make sure you have a fully Japanese rom of Star Ocean. Then make sure you have the English patch for Star Ocean. Use a program like JIPS (which is what I use) which you can even use from work as long as you have Java. Note: After using JIPS, you may have to CTR-ALT-DEL and end your java process before you can save your rom to your PSP. For some reason if you try to do it otherwise it will tell you that the file is in use by another program.

JIPS is really good for patching roms, and I’m not sure but I think that both the ips file and the rom file have to have the same title just like with other IPS patchers. I’m not for certain though as I haven’t tried it without naming them the same. After using JIPS though it will create a newly patched .smc file of the game and you should be good to go. If not, PM me and I’ll see if I can help further.

    Download JIPS here: http://zerosoft.zophar.net

Everything is working apple-tastic now. Turns out I was using an older patcher which for some reason wouldn't patch my rom and ips (go figure) I simply downloaded a newer one (IPSWIN latest version) and everything else was applesauce.
