If you become a translation hacker you can do it but it could take months

What rom is it? Search for translations, then get a ROM patcher. It's really easy.
Various sites offer rom translation patches and the appropriate programs to patch the roms. But to help you any further you need to give us the name of the rom and what kind of game it is. Is it a snes or a nes game etc?
Depends. For SNES there is SNES Tool. Its a program designed for patching Roms into other languages. The trick is to find the language patch you need...Zitat:

p.s.:via ips you can also apply rom hacks which is pretty nice for some games (maybe some of you remember the funny pokémon hacks of filb like pokémon rocket/bisa version etc. or his translation hacks)

In the off-chance you're playing the Neo Geo emulator, you change the language by switching the region... Since you probably aren't talking about the Neo emulator, then, no, you can't.
