I think you have to create a patch file if it is based on an original game. If it coded by you from scratch, it should be alright.

Well, I used FFHackster to make it, so it's not a patch. Is it ok?

If it is based off of an original rom, then no it is not OK. You can make a patch though by simply comparing the original rom with your modded one. Ill get you a link to the program in a sec.
