Well, I play Super Mario 3 a lot on NesterJ on my PC and I want to try ROM hacking so I was wondering, what is the best utility to use?

ROM Hacking is like modding the rom. You know all those super mario bros hacks, like cool mario or strange mario bros. basically modding the rom ,
